Count Okuma

Count Okuma (1838 – 1922), full name Marquess Ōkuma Shigenobu, was a Japanese statesman of the Meiji oligarchy. He rose into office from the part he took in the Japanese Revolution of 1868, held in succession but resigned the offices of Minister of Finance and of Foreign Affairs. He organised the Progressive Party in 1881, and became Minister of Foreign affairs again in 1896. In 1898, he became prime minister of the Empire on a party basis agreeably to his idea.
