GEORGE JOACHIM GOSCHEN, English statesman, born in London; entered Parliament in the Liberal interest in 1863; served in office under Lord John Russell and Mr. Gladstone; was opposed to Home Rule, joined the Liberal-Unionist party and holds office under Lord Salisbury as First Lord of the Admiralty; b. 1831.
