Governance

Governance is the form and quality of government systems including their structure, power, effectiveness, efficiency, rights and representation.

There has been many kinds of governance in the world. However, they can be categorised as three forms.
1. Self-governance
2. Governance through representation
3. Governance by force or through undemocratic means

Self-governance and Governance through representation are democratic in its approach and treatment while Government by force is undemocratic. We have been discouraging all undemocratic forms of governance and going ahead with the democratic forms of governance. It resulted into creation of democratic governments is most of the countries.

Majority of the nations have democratic forms of governance now. However, the democracy, in real sense of the word, has not yet been realised all over the world.

Although, most of the countries have a system of governance through representation, only a few have system of self-governance.

By self-governance, we mean, all the adults are the members of the assembly, and all can participate in decision making.

For example, in India, all the persons above the age of 18 are the members of Gram Sabha (Assembly of the village, or we can call it a local parliament). The urban counterpart of village is ward. Constitutionally speaking, these local parliaments have the power to directly decide their own fate. Since the population in a village or a ward is small (only few hundred from less than 100 families), this system is manageable at that level, which is commonly known as Punchayati Raj System at the grassroot level.

By Governance through representation we mean governance through democratically elected representatives of the citizens. It is clear that citizen's representatives are to be given powers to govern in this system.
Thus, governance through our representative's representatives, even if they are democratically elected, as the President of India is elected, is but a degenarated form of democracy.

Judging by this standard, we do not have purely democratic form of Governance of the World, despite existance of the United Nations. Citizen's representative or other governments send their representatives on behalf of their country or nation in this world body, popularly known as UN. The UN is a body of the world, and its resolutions are bindings for the nations or the country who agree to follow the world opinions. In course of time, these resoultions have acquired some legal force, and in future, we can hope that we would have some sort of World Government. We are certainly inching forward in that direction.If it happens, we would like it a democratically elected body, not a body of selected representatives of the nations.
