Jose Celso Barbosa

Jose Celso Barbosa (1857 – 1921) was a Puerto Rican doctor and politician. He was a member of Baldorioty’s Autonomist Party (against Spanish colonial rule); pro-United States. After Spanish American War, he became a senator and actively sought social legislation to aid the poor. He is most famous for drafting the Puerto Rican Bill of Rights.
