The venue was Sharda Vihar; a sort of office of the RSS located about 15 kms away from the city of Bhopal. The meeting was attended by top RSS functionaries including Bhaiyyaji Joshi and Krishnapal. The meeting assumed greater significance because it was also attended by Amit Shah, President of the BJP.
Chief Minister, Ministers, Members of Parliament and important office bearers of the state BJP besides representatives of various organisations affiliated with the RSS attended this conclave and expressed teir frank views about the functioning of the state government.
After listening the views of various participants, Joshi is learnt to have stated that we claim that the BJP is a party with a difference but looking to the state of affais in Madhya Pradesh, nobody can claim that the BJP is a party with a difference. It is obvious that there was hardly any coordination between the leadership of the organisation and the government with the rank and file of the party. This is a matter of serious concern and efforts should be initiated to change the state of affairs, Joshi underlined. Several members of parliament complained that both ministers and officers ignore them.
Talking about the performance of ministers, Prahlad Patel, who represents Damoh Parliamentary constituency, said ministers have not held meeting of district planning committees since several months.. Nagendra Singh MP from Satna did not spare Prime Minister Narendra Modi also. It is a one man show in New Delhi and also it is one man (chief minister Shivraj Singh Chauhan) show in Bhopal.
Officers only care for the chief minister and ignore others. Many Schools are closed since last ten years and nothing is being done to get them re-opened.
Kailash Vijayvargiya, former MP minister and at present general secretary of All India BJP speaking in a bitter tone said that the bureaucracy was steeped in corruption from top to bottom. Vijayavargiya alleged that no work is done without bribery. It is a very sorry state of affairs.
The chief minister and the ministers may be honest and the government may formulate the best of policies but it is the bureaucracy which has to implement them which is not being done, the BJP national secretary said.
MPs also spew venom against bureaucracy. They said that the bureaucracy was out of control in the state. People's representatives are not being given importance. MPs like Anoop Mishra, Chintaman Malviya, Sudhir Gupta and Prahlad Patel were especially vocal. They said that just because of bureaucracy, the image of people's representatives was in the dump. Prahlad Patel said that the collector and SP of Chhindwara visit regularly the residence of Kamalnath (Congress MP). 'How can you expect them to listen to RSS?' he asked.
Vikram Verma, Former Union and state minister said that our government is in office since 2003. There are many ministers in the government from the very first day but many of them have not visited the districts of their charge. They should be asked to give the dates on which they had visited districts assigned to them. If such a statement is sought many ministers would be exposed. Before taking feedback from participants, Ajay Pratap Singh, State General Secretary presented a report on behalf of the organisation. He said there is widespread resentment among the common party workers. They feel neglected and therefore frustrated. He admitted that ministers do not visit districts of their charge. He also complained that benefits of schemes for the scheduled caste and scheduled tribes are not reaching them.
The ministers were asked to give their presentations. After their presentations, searching questions were asked by participants. Later RSS leaders told the ministers to improve their image; ministers were asked how they are working for the welfare for society and people. As per the RSS, ministers, MPs, officer-bearers of organisations are faces of the party. The objectives of those who are working within the government or outside it are the same and there is only a division of work. So those who are in government should not take it granted that they are superior to others.
After the conclusion of the two day meet what was described as coordination meeting speculation is rife about the objective of the stormy sessions. It is learnt that finally a report about the state of affairs in Madhya Pradesh will be submitted to the Prime Minister Narendra Modi. It is difficult to predict that whether in the light of feedback obtained some, changes may take place.
But there is no doubt that all is not well in Madhya Pradesh. There is poor performance in the fields of education and health. BJP unseated the Congress in 2003 because of its failure on the front of Bijli, Pani and Roads. Now the reports about the damage to roads are reaching Bhopal. Even such roads which were built about less than six months ago, have ceased to be useable.. Large scale corruption during Simhasth is still on the talking point of the people. If not change in the leaderships, some stringent measures may be suggested by the RSS to rectify the situation. Vyapam scam has already contributed enough to tarnish the image of the Madhya Pradesh government. (IPA Service)
