The union government could not allow the lockdown to continue beyond the fourth stage due to fear of total collapse of the economy. The government directed several relaxations that would result in increasing public contacts. It is contrary to the range of spread of pandemics. The statistics tell so. There were less than 100 infected persons when the Lockdown was imposed on March 24. The reported last figure of infection affected patents stood at 1,82,143 on May 31, 2020 when the conditions of the lockdown were relaxed.
However, the authorities also imposed curfew on human movements from 9 in the night to 5 in the next morning except for essential services without elaboration of the term essential services. During the period from 5 am to 9 pm no restrictions on movements, on feet or by vehicles, are imposed. It may lead to conclusion that the infection causing germs may not be active or travelling during the day time but become active only in late hours in the night.
In Mumbai, the Traffic police impounded 249 cars and made drivers to walk back to their homes as the Traffic police chief in Mumbai believed that no person was allowed to travel by car during the lockdown era, even for medicine supplies or for essential items of consumption by the family. They were supposed to walk down to stores and back home. They could not take out their vehicles. It did not account for the man of a large family or his age and limits of bearing load that age imposes. Apparently the chief did not want constables on traffic duty to enjoy such discriminatory powers. He may have feared the gross misuse of powers even in such difficult times to make exception.
Yet the Delhi police adopted a very lenient stance to young out in their car to enjoy a drive at high speed on empty highways in Delhi. They flashed the old prescription by doctors written ages ago for their parents to policemen when stopped their vehicle at the police barricades to question them on purpose of their defying the curfew orders. Young men had not seen such empty roads in their twenty years. It did not allow them to drive their vehicles at speed more than twenty kms an hour. Often during the heavy traffic the average speed could not exceed even five kms an hour. They seized he corona fear sent opportunity to enjoy heir rides at high speed on pretext of getting medicines for their ailing adults at home. Not every young indulge in such luxuries. Most respected the dictates of the authority even though it cramped living style. They had no alternative either with transport systems, by air, road and rail were suspended. In addition many states had imposed ban on entry of Indians from other states and yet more than five million workers rendered without sources of sustenance, with their families crossed several states marching on their feet. The more surprising was eagerness of some states, even though unable to provide employment or sustenance to returning families, to have back families from their states that had migrated to other states to earn living. The eagerness to have millions back cannot be justified except as pure politics by parties in power in these states to consolidate their vote banks.
The Prime Minister Jawaharlal Nehru was criticized for not supporting the state reorganization on the linguistic basis in 1956 for his fears that it may result in generating sub-nationalities. The solution adopted by the NaMo government to fight and contain the pandemic corona related disease became a tool for consolidation of sub nationalities. Residents of one state were barred the entry into other states regardless of the fact that they were infected or not. Outsiders who landed at airports or ports were allowed entry after their medical examinations at 34 airports and 44 ports but Indians could not enter other state even though they were not carriers of potential infection.
The corona pandemic was in a way natural calamity with origins outside India. The government as well as Health management experts in India had the least notion to contain the dreaded disease from its imagined potential of enveloping millions, like most developed nations, it implemented the only available or thought to be the effective way of imposing the lock down. It covered not only all economic, productive activities but also personal and social relationships. All venues that had large assemblages of humans including social and religious functions were closed down.
The calamity was the occasion to inspire humans to extend their helping hand. Instead, they all were made to cease their normal activities and remain locked like imprisoned individuals homes. Contacts with other relations, friends or associates were ended for the lock out period. Never before citizens were directed to lead isolated life bereft of all other relations social, religious and individual for a long duration.
The lockdown had put in suspended ambience all freedoms flowing from fundamental rights and that too without declaring emergency. The situation and response of the government was akin to times of enemy aggression. Corona virus was enemy making war with Indians. Citizens were not invited even, leave aside inspired, to stand together with the armed forces. Here army was of different kind, weapons were also of unusual kind, and fighters did not know whether weapons given to them can kill or contain the enemy from marching forward inside. Only beneficiaries were toilet soap and disinfectant manufacturers. The government recommended method to remain clean gave them opportunity to derive maximum sell based on exploitation of public fear.

The Indians lived for 68 days in the dread of death driven by the authority in the guise of combat with the pandemics of the corona virus. Many of dictations and orders by authorities in various states, districts as well as emotions and responses, actions and reactions in various sections leave a doubt whether authorities were combating the pandemics or exercising the authority acquired from the lockdown directive for their personal whims and fancies. Several directives restrictive in nature and outside the need and utility for the combating the disease was beyond comprehension.
