The shortage is because of inadequate capacity in the existing recognized teacher education institutions in these States to prepare qualified persons in relation to the annual demand for teachers.

The Government takes several steps, in partnership with the States, for increasing the availability of qualified teachers. Towards this end, the Government provides resource support to the States/UTs for establishment and functioning of Districts Institutes of Education and Training (DIETs), Colleges of Teacher Education (CTEs) and Institutes for Advance Studies in Education (IASEs) under the Centrally Sponsored Scheme of Teacher Education. The National Council for Teacher Education (NCTE) grants recognition to teacher education institutions for conducting various teacher education courses and for expanding annual capacity of existing institutions.
