Allahabad DM has been charged by the opposition parties of seeking votes for BSP in the official meeting held in camera. It so happened that Allahabad DM asked all the allottees of 1500 houses under the government scheme to vote for BSP.
Condemning the so called 'committed bureaucracy during Mayaraj UPCC President Dr Rita Bahuguna Joshi demanded action against Allahabad DM. She alleged that the DM was caught in camera during official meeting issuing instructions to his subordinates to give allotment of houses under Kanshiram Housing Scheme to only those who were BSP supporters.
She said that the incident established that state bureaucracy was no long impartial and had become agent of BSP which was a matter for shame.
UP Congress President said ever since BSP came to power, the bureaucrats had been reduced to mere puppets and were dancing to the tune of political masters.
Rita Bahuguna blamed non-Congress governments during last 22 years for promoting politicisation of bureaucracy and allowed only corrupt and puppet officers to flourish while honest and impartial officers were given insignificant postings.
The political observers pointed out that how officers were working in the interest of the BSP was evident from the fact when the house of Dr Rita Bahuguna Joshi in Lucknow was put on fire by BSP workers, the senior police officers were present and did nothing to prevent the incident.
It is still in the memory of the people as to how PWD engineer MK Gupta was tortured inside the thana by the police officers when he refused to pay money to BSP MLA Shekhar Tewari for Chief minister Mayawati's birthday programme in 2009.It was a known fact that Tewari used thana to extort money from various engineers with the connivance of police officials.
The political parties have been leveling charges that BSP workers were operating from respective thana of their areas for money extortion. And those who refused were brought to thana and subjected to humiliation with the connivance of police officials.
Samajwadi party spokesman Rajendra Choudhry too said that during Mayawati regime, government officials were distributing government funds to only those who were BSP loyalists and this was established by the conduct of Allahabad DM.
Rajendra Choudhry said that the nexus of BSP ministers, party leaders and brokers were operating like a criminal gang in this regime. The sycophancy of ministers and officers has crossed all limits of official decorum.
It is not that Samajwadi Party is not involved with promoting politicisation of bureaucracy. During last regime of Mulayam Singh Yadav, senior officers including the then chief secretary NC Vajpai were present at party office to participate in birthday celebration of SP supremo.
Not only senior officers were present in the party office, but during their speeches they went beyond their jurisdiction to praise Mulayam Singh Yadav and his son Akhilesh.
Similarly during BJP regime of Kalyan Singh, Rajnath Singh and Ram Prakash Gupta, the political observers noted politicisation of bureaucrats. It was due to such attitude of senior bureaucrats at that time Babri Mosque demolition took place in Ayodhya on December 6, 1992.
Political observers now opine that had bureaucracy been not politicised by BJP at that time, Babri mosque might not have been demolished at all.
Now the spokesman of same BJP Dr HN Dixit said that under pressure, the bureaucrats were working as BSP agents to promote political interest of the ruling party. He said that the State Government must have seen video recording of Allahabad incident and the administration must take action against the involved DM.
BJP spokesman further said that criminal nexus of BSP and police was established by the fact that recently a woman was raped inside ruling party office in Jaunpur and one police sub inspector was involved, yet no action was taken against guilty person.
BJP leader said that there have been complaints against ruling party leaders but state bureaucracy refused to take any action. (IPA)

LUCKNOW: The politicisation of bureaucracy during Mayawati regime has created storm in political circles. The entire opposition is united in seeking action against the Allahabad district magistrate Sanjay Prasad who is allegedly working as the active agent of Bahujan Samaj Party (BSP).
