The definition of e-governance is in the process of evolution. Unanimity is yet to be achieved. It is why the scope and ambit of its definitions ranges from those focusing on Information and Communication Technologies (ICTs) to ICT-enabled government; governance; governance transformation; delivery of government services to benefit business, citizens, partners and others; imparting information etc. However, in common parlance, e-governance is traditionally understood as internet or web based governance. In early phases of development e-governance had been understood as electronic based governance using non-internet/web technologies like fax, telephone, wireless, wire, electronic identification devices etc. The concept now has changed to accommodate all types of usage of ICTs.
As for India, the Union Government has a comprehensive National e-governance Plan. The whole exercise is being done by the department of Information Technology under the Ministry of Information and Communication Technology, who had already categorized certain activity of e-governance as Internet Governance. E-Governance in India has steadily evolved from computerization of Government Departments to initiatives that encapsulate the finer points of Governance, such as citizen centricity, service orientation and transparency.
