Singh had moved a writ petition before the Supreme Court in 2015, which was argued by top lawyer-leaders of Congress, seeking forensic examination of the documents, including the hard disk recovered from the office of Madhya Pradesh Professional Examination Board or Vyapam. The CBI had informed the court that the documents and the seized documents were sent to Central Forensic Science Laboratory, Hyderabad, for scrutiny and that the report suggested no tampering.

On May 3, the CBI in its affidavit through advocate R Balasubramanian told the SC in response to a petition by Vyapam `whistle-blower' Prashant Pandey that “the present petitioner alleges tampering of one of the computer hard disks seized by Indore Police on July 18, 2013'.

'Digvijaya Singh had filed a writ petition before the Supreme Court making similar allegations and the prayer in Pandey's petition and Singh's petition are almost identical. The SC in Singh's petition had transferred investigations into Vyapam scam and also cases related to deaths, which were allegedly linked to Vyapam, to the CBI, the agency said.

It said it had sent both the hard disk and the pen drive given by Pandey to the CFSL, Hyderabad, for examination which did not find any truth in the tampering allegations made by Pandey by and Singh.

“The investigation conducted by the CBI had also reached the conclusion that the allegations of tampering of the seized hard disk were false and that some of these persons making such allegations were found to be indulging in creation of false digital records in the pen drive and on that basis, making false complaints, “the CBI said.

“The CBI would be taking necessary steps/actions against the culprits in accordance with law, for making such false allegations and creation of false documents, “the agency said.

Singh in February 2015 had claimed to be in possession of a pen drive that purportedly contained the telephone number of Chouhan and his wife and alleged exchange of messages between them and some of the Vyapam scam accused.

In April 2015, Chouhan had told reporters that 'sometime back, a group of senior Congress leaders, led by Digvijaya Singhji, followed by Kamal Nath, Jyotiraditya Scindia, Kapil Sibal along with noted lawyers (K T S) Tulsiji and Vivek Tankha, had claimed that the excel sheet submitted by Special Investigation Team in the high court and the CM's name mentioned at 48 places was found to be replaced by other names. Now, the court order has maintained that the excel sheet submitted by Digvijaya Singh is fake and forged.'

Chouhan in 2015 was reacting to the HC order in the Madhya Pradesh Professional Examination Board (MPPEB) scam.

Immediately after publication of the news about CBI's plea ,a group of M.P. Ministers went to the CBI office in Bhopal to demand immediate arrest of Digvijaya Singh. Ministers who visited CBI office were State home minister Bhupendra Singh, public relations minister Narottam Mishra and MoS-coorperatives Vishwas Sarang. They went to the CBI office in Bhopal to demand the Congress veteran's arrest for allegedly giving fake documents in the Vyapam case to tarnish the image of chief minister Shivraj Singh Chouhan.

'The CBI in an affidavit to Supreme Court has cleared that the pen-drive provided by Congress leader Digvijaya Singh to CBI was found to be fake and tampered with. The documents submitted by Digvijaya Singh were forged. The CBI had specified that they were taking action in the matter so we met CBI officials here to demand a criminal case against Singh and his associates and to arrest them,' Bhupendra Singh told reporters.

'This is an attempt by Congress to malign the image of a person who always thinks of the poor and needy,' Mishra said.

Another event which will help boost Chouhan's image is the selection of two MP cities as the two top cleanest city of the Country. The two cities are Indore and Bhopal. While Indore has been adjudged as the first clean city, Bhopal has been declared as the second.

As many as seven cities from Madhya Pradesh are in the top 25 and 23 in the top 100 list – the most for any state. An elated CM tweeted: 'Citizens of Indore and Bhopal have made us proud by making their cities the cleanest and the best in the entire country. Congratulations.'

The sweeping success is no flash in the pan. It was the results of concerted efforts by the urban administration and environment department (UAED) and civic bodies in Indore and Bhopal. The campaign was in equal measures quirky and battle-like – while there were the Daba Gangs and Vanar Sena on one hand, on the other there were modernisation of garbage collection and app-driven services.

'It began with holding joint conferences of towns and cities backed by excellent team work. It brought about structural change in the system and our focus was on cleanliness and adopting modern practises,' said UAED commissioner Vivek Aggarwal.

A total of 34 cities and towns of Madhya Pradesh were reviewed on the basis of their sanitation and cleanliness index. MP's efforts got a significant boost from 22 of these cities being notified as open defecation free (ODF). Along with promises of investment, a cluster-based approach led to tendering of major solid waste management proposals for all locations. 'We maintained a centralised command and coordinated approach. The work was supported by city mayors and elected representatives. The result is for everyone to see,' said UAED principal secretary Malay Shrivastava.

Expressing joy on the achievement, mayor of Bhopal Alok Sharma said that Bhopal attained the second spot due to massive support by its residents. “This wouldn’t have been possible without the support of citizens. And apart from them, the credit for this feat also goes to the ground-level workers of Bhopal municipal corporation (BMC), who worked tirelessly to improve cleanliness. (IPA Service)
