According to the MHA, the Centre in partnership with States, has put in place a security architecture to deal effectively with militancy, terrorism, insurgency, left wing extremism (Maoism), religious fundamentalism and all forms of bigotry. In such unified security, the Central Government plays supplemental role of coordinating efforts that include sharing of intelligence, financial assistance for strengthening Sate Police, their intelligence agencies under the Police Modernisation Scheme, reimbursement of security related expenditure, sanction of India Reserve Battalions, deployment of Central Armed Police Forces (CAPFs), to carry out joint insurgency/anti-terrorism operations, provide security for vulnerable installations and infrastructural projects based on threat assessment, also declare unlawful associations and terrorist organizations under the Unlawful Activities (Prevention) Act, 1967, declare specific areas as disturbed areas under the Armed Forces (Special Power) Act, 1958 and issue orders for Unified Command Structure. MHA claims the law enforcement agencies have taken action against subversion and arrested subversives.

A look at data of activities designed to affect country’s security from the MHA from the calendar years 2014 to 2017 (ending November) reveals a fragile security scenario across the country. Data covers hinterlands of India (Coastal Belt) , Jammu & Kashmir, North-East Region, Left Wing Extremism (LWEs), attacks on defence establishments, and promotion of hate crimes.
In the area of hinterlands of India (coastal security), three terrorist incidents took place in 2014, in which four security personnel were killed, 19 persons injured, no terrorists killed and arrested. During 2015, one terrorist incident happened killing four security personnel, three terrorists and three civilians, and injuring 17 with no arrest of terrorists. In 2016, one terrorist incident took place wherein seven security personnel and four terrorists were killed, and 38 persons injured with no arrest of terrorists. During 2017 ending November, no terror incident has been reported.

Jammu & Kashmir reported growing dissatisfaction and alienation of its people amidst 222 terrorist incidents in 2014, in which 47 security personnel and 110 terrorists were killed, 154 persons injured and 70 terrorists arrested. In 2015, terrorist incidents that occurred were 2018, killing 39 security personnel, 17 civilians and 108 terrorists, injured 173. Terrorists arrested were 67. During 2016, terrorist incidents occurred were 322, civilians killed 15, security personnel killed 82, terrorists killed 150, persons injured 285 and terrorists arrested 79. In 2017, terror incidents up to December 14, 2017, recorded were 337 that killed 75 security personnel, 203 terrorists and 40 civilians. Persons injured were 321 with 91 terrorists arrested.

As for the North-East Region, 824 insurgent incidents happened during 2014 in which 212 civilians, 20 security personnel and 181 extremists were killed. Extremists arrested were 1934. In 2015, insurgent incidents were 574, killing 46 civilians, 46 security personnel and 149 extremists. Extremists arrested were 1900. During 2016, out of 484 insurgent incidents 48 civilians, 17 security personnel and 87 extremists were killed, and 1202 extremists arrested. In 2017 ending November, 276 insurgent incidents happened, killing 34 civilians, 12 security personnel and 51 extremists, besides 929 extremists arrested.

Maoists, renamed Left Wing Extremists (LWEs) infested areas witnessed 1091 incidents, killing 222 civilians, 88 security personnel and 83 LWEs in 2014. Persons injured were 183 and LWEs arrested 1696, while in 2015 incidents that happened were 1089, in which 171 civilians, 59 security personnel and 189 LWEs were killed, 159 persons injured and 1668 LWEs arrested. During 2016, Maoist incidents were 1048 resulting in deaths of 213 civilians, 65 security personnel and 222 LWEs, while such incidents injured 145 persons resulting in arresting of 1840 LWEs. In 2017 ending November, 813 Maoist incidents happened in which 170 civilians, 75 security personnel and 111 Maoists were killed, while injuring 145 persons and arresting 1712 Maoists.

Defence establishments witnessed two terror incidents in 2014, followed by similar number of incidents in 2015, six such incidents in 2016 and one incident in 2017 ending December 10, with no casualties in all such cases.
As for hate crimes promoting enmity on basis of race and religion in the country, latest data in National Crime Records Bureau (NCRB) reveal that 2014 witnessed 323 such cases, 2015 recorded 378 such cases and 2016 registered 447 similar cases.

Before it is too late, the NDA Union Government must intervene to arrest worsening security situation and restore the core values of India as enshrined in its Constitution to ensure unhindered peace and progress of the nation!
