In almost all his public meetings, Modi decried him as the "yuvraaj" (crown prince) of "jungle raj", and alleged the party had the "copyright over kidnappings". He did not forget to remind the people of Bihar that he was the son of Lalu Yadav, the person who presided over Jungle Raj.
According to Modi, since Tejashwi is the son of Lalu the people cannot and must not expect good governance from him. If his words are to be believed then it is imperative that a ruler must be born with a silver spoon and must belong to an elite family. The son of a person like Lalu cannot be expected to change; an illiterate’s son is also an illiterate; a poorman’s son should always be poor, a ruffian’s son should be ruffian.
He cautioned the people against a return of the "jungle raj" as it will bring a double whammy for the state in the midst of the COVID-19 pandemic'. He asked the voters to view the assembly elections as "an opportunity to re-elect those who pulled Bihar out of darkness". "Can anything be expected from the yuvraaj of jungle raj? He ought to be evaluated on the basis of a track record about which the people know much better than I do," said Modi, without mentioning by name the RJD or Yadav,
While Modi has been targeting Tejashwi, it is interesting to watch that Chirag Paswan, a constituent of the NDA at national level, has been openly comparing Nitish with General Dyer who ha enacted the gruesome massacre of Jalianwala Bagh. On October 27, the police had fired on the people taking Durga idol for immersion. In the incident one person was killed and six are still in hospital under treatment.
About Tejashvi’s promise of 10 lakh permanent government jobs if his party was voted to power, Modi said, "Forget about jobs in the public sector. Even private companies will shut down their offices and run away. Extortion calls will be made by those patronised by the party which has a copyright over kidnappings," he said.
He ridiculed Tejashwi and promised of many plans for Bihar which will bring more peace and prosperity, he did not mention a single word that why his party which has been ruling Bihar for 15 years failed to bring prosperity to the state. The most shameful development has been the state during the 15 year rule of BJP-JD(U) has witnessed alarming rise in crime and particularly in child pornography.
Modi was correct in saying that "It is a party (RJD) which patronised criminals and ensured the riches of one family grew," but at the same time he ought to have mentioned that Patna and Muzaffarpur have become the crime capitals of Bihar. The people are yet to forget the treatment meted out to the that girls living in the shelter homes. The Nitish government had smeared the face of Bihar.
Winning the Bihar election is the compulsion of both the RSS and Narendra Modi. The future expansion plan of the Sangh and also the political future of Modi depends on the fall out of the Bihar election. Though some secular intellectuals and experts mentioned that they were not concerned of the final outcome of Bihar election, it simply reflected their self-defeatist tendency. Either they are unable to comprehend the importance of the Bihar election in national perspective or evaluate in the context of rejuvenation of the secular forces.
For BJP having Bihar in its kitty is more important than winning the election in any other state, even in UP. With barely six months left for West Bengal to face the assembly election, the BJP cannot cherish to lose Bihar election. It would send a wrong message and also neutralise and endanger the BJP’s gains in the form of mobilising the Bihari voters who live in Bengal.
The desperation of Modi for winning the Bihar must be seen in this backdrop. In Bengal the primary support base of the BJP are the people from Bihar and Uttar Pradesh. Already the Bengal party unit is vertically divided on original and turncoat line. It is not in the position to absorb more shocks. A shift in Bihar will also witness shift in Bihari support base in Bengal.
Modi in his meetings claim of state having achieved growth and prosperity under Nitish. But he personally knows that the fact is just opposite. The fact is governments of Nitish and Modi have brutally neglected them. The people of Bihar are victims of misfortune, the failure of democracy and the curse of politics. The people look at the election as a fresh opportunity to usher into a better future as the state goes to elections this month.
Today while Modi was giving the clarion call to the voters to ensure victory of the BJP candidates, the electorate had gone to the polling booths with the decision to vote for the grand alliance. Biharis are sure that their economic conditions would not ameliorate under Nitish. They have to search for some alternative. With an average monthly income of Rs 3,888, the average Bihari does not get enough food or clothing or decent shelter.
While the farmers’ plight is worse, the unemployment rate since February 2019 has been consistently on rise; it is over 10 per cent; among youth it is 55 per cent. Of the employed, 87 per cent do not have regular, salaried jobs. Of the 2 crore households registered under MGNREGA, only 36.5 per cent were given work. They say that Nitish and Modi, had promised that the double engine government will change their lives for better, but on the contrary it has worsened.
While Nitish utterly failed to improve the civic life, he has proved to be disastrous for the economic growth of the state. According to a CAG report, with little own resources, little borrowed money and an administrative structure in a shambles, there is low capital expenditure and few new, regular jobs. The result is growing poverty. According to findings endorsed by the Niti Aayog, the poverty ratio of the state has increased to 55 per cent (2018-19). Under Nitish the number of cognizable offences has risen by 157 per cent between 2005 and 2019. On average, 51 crimes against women, 18 crimes against dalits and 4 cases of rape are reported every day.
Modi has been trying to arouse the Hindutva issues like abrogation of 370, which is irrelevant for Bihar. Of course one development is being witnessed his Bihar BJP leaders have started clamouring for purchasing lands in Kashmir. In Bihar the issues are development, corona, security, health, education, harassment of women, but Modi has not been touching these issues. Even he does not speak of China occupying the Indian territory.
The most pathetic scenario has been the chief minister of three terms today stands isolated and dejected with the people pouring out their anger against him at the polling booths. What is worse even Modi’s Hindutva has not come up to provide a cover. People are quite angry with Modi too for not fulfilling a single promise that he had made and for letting the people lurch during the lockdown, but the ire is more focussed at Nitish, for the reason being nearer to them. The fear of losing the electoral battle has turned the Prime Minister, Narendra Modi fraught and in his desperation to retrieve the ground he had forgotten his political stature and aura and has stooped low to the level of using unpleasant jibes against the young RJD leader Tejashwi Yadav. The trends in the first phase of assembly poll in Bihar held on October 28, have unnerved the BJP leadership. Prime Minister is resorting to attacks on the opposition alliance, leader Tejashwi mentioning issues which have nothing to do with the burning issues of the day.
