According to government spokesman, 18 districts, where the online submission of applications by medium and heavy industries through 'Nivesh Mitra' has been made mandatory, are: Rampur, Jyotiba Phule Nagar, Moradabad, Gautambudh Nagar, Ghaziabad, Barabanki, Kanpur, Unnao, Lucknow, Lakhimpur Kheri, Kushi Nagar, Hathras, Aligarh, Agra, Fatehpur, Ghazipur, Mathura & Gonda. These districts have been selected on the basis of level of industrial activity.
Nivesh Mitra software available 24X7 on internet will facilitate faster and time- bound issuance of various approvals by the applicants desirous of setting up an enterprise in Uttar Pradesh.
The new web-enabled software package provides for seamless interface between the entrepreneur and various departments issuing clearances/approvals/NoCs, etc. for setting up a project. It has the facility for online submission and updating of all forms required for various approvals by the entrepreneurs. The software developed by National Informatics Centre (NIC) with active participation of Udyog Bandhu, shall generate a unique reference number of the proposal automatically after an application has been submitted for various approvals consequent to registration of entrepreneur on the website.
Security with transparency is a challenge in such online transaction services and it has been taken care of by providing a facility of password to the applicant for online modification of his application or for online reply to queries of respective departments. It will enable the user to maintain his profile on this website (www.singletable.up.nic.in) of Single Window Clearance. The profile will automatically match the requirements of different application forms electronically from a single window.
Further, online monitoring facility for status of application at various government levels with stipulated time limits for disposal of requests of applicant by respective departments has also been provided. In case of delay in processing of proposals, an email will be automatically generated for attention of the Head of the department, respective Secretary/Principal Secretary and Infrastructure & Industrial Development Commissioner. This way, accountability and time-bound clearances will be ensured at each level of the process.
According to an order issued by the government, all district magistrates have been directed to ensure availability of required infrastructure like computers, broadband internet connection, scanner and printer in all the departments concerned in their respective districts. Officials and personnel are undergoing training for efficient and smooth launch of this much-awaited service.
The joint efforts of businesses, industrial associations and government will be crucial in the success of this new single window facility that meets the needs of transparent and timely processing of projects for maintaining cost-efficiency, viability and development of congenial environment for industrial development. LUCKNOW: Following on the initiatives to optimally utilize the immense potential of information and communication technology (ICT) in streamlining governance and transactions, Uttar Pradesh Government is going to launch new and much improved web-interface single window facility for entrepreneurs willing to set up industry in the state. Named 'Nivesh-Mitra' (Investment Friend), initially it is proposed to be launched in 18 identified districts on a pilot basis on July 06, 2009.
