Although Mayawati Government is in office for more than three years, there has been no improvement in the law and order situation in the state. During last assembly elections campaign, the main slogan of the BSP was to end the goondaraj of the Samajwadi Party but the citizens of Uttar Pradesh find no difference in the law and order situation in the state and the issue in fact has united all the political parties against the BSP rule. Mayawati wants her Party to contest alone and form the next government but the situation at the ground level is not all that rosy for the BSP now. Mayawati has announced that BSP will not contest the panchayat elections and this has led her opposition to state that she is afraid of facing the voters in the rural areas at this moment.

Chief Minister Mayawati is facing the problems from the goonda elements in her own party. There have been many cases when her own party leaders including ministers, party MPs and MLAs are found to be indulging in criminal activities and it was difficult for party supremo to defend them.

The main problem with Mayawati is that her core voters consisting of dalits too are not happy with the style of functioning of the government. Last few elections including that of Lok Sabha showed that there is not much of enthusiasm left in dalit voters towards Mayawati and her party.

According to prominent dalit activist and former IG police SR Darapuri, the number of cases of atrocities on dalits have gone up during regime of Mayawati. Mr Darapuri said that she had deviated from the path of Ambedkar and was more busy in giving the slogan of sarvjan and ignored her bahujan which was cultivated by Kansiram with hard labour and persuasion for several years.

The biggest embarrassment came to Mayawati when all her pet projects of memorials have been stopped by the orders of the court. The work at all projects coming under Ambedkar udyan have been stopped by the order of the Supreme Court due to intervention of the court sought through Public Interest litigations.

Although no major investment came to UP during last three years due to faulty industrial policy or bad governance but whatever projects were cleared, have been stopped by the courts. The most prestigious project of Mayawati government known as Ganga Express Way involving investment of Rs 40,000 crores from JP group of industries of setting up roads from Noida to Ballia has also been stopped by the court order. Similarly Maya's pet project in Noida too has been stopped by the court and central government for the want of clearance from environment ministry. Although Yamuna Expressway for setting up road from NOIDA to Agra has been cleared, but it is facing wrath of the farmers seeking big compensation for their acquired land.

The protest by farmers in Aligarh and police firing resulting in death of one farmer and injuries to several others rocked the Parliament. The proceedings of the parliament remained disrupted for several days till the Speaker allowed the debate. When entire opposition joined hands seeking better compensation Mayawati government was also forced to announce the hike. Mayawati government also announced that it would not acquire the land forcefully if farmers were opposed to it.

The farmers' protest spread over almost all the districts of western UP and Prime Minister Dr Manmohan Singh also announced that steps would be taken to bring amendments in Land Acquisition Act of 1894.

The bureaucracy of the state is also under pressure as state is being ruled by only few senior officers of chief minister's secretariat. Several key positions are being occupied by tainted officers while honest officers have been given to insignificant postings. Several senior officers known for their honesty have been posted in Board of Revenue which is considered as dumping place for officers facing wrath of the government of the day. A large number of officers who are under pressure have approached the state government that they should be relieved so that they can work outside state — either to centre or on deputation to other places.

There have been serious allegations of high level corruption against Mayawati government. The issue of sale of four sugar mills of UP State Sugar Corporation to a private sector has been raised by all the opposition parties. Congress Party delegation led by AICC general secretary Digvijay Singh submitted complaint of huge corruption to the tune of several crores of rupees in sale of four sugar mills to Lok Ayukt.

Later talking to newsmen AICC general secretary Digvijay Singh and UPCC President Rita Bahuguna alleged that the state government sold four sugar mills of UP Sugar Corporation for a very small amount while land alone was valued at more than Rs 300 crore.

The case of disproportionate assets (DA case) against chief minister is also pending in Supreme Court where CBI filed the affidavit that it had prepared charge- sheet against Mayawati. Seasoned observers opine that the fate of this case will decide the political future of Mayawati before 2012 assembly polls. (IPA Service)
