At the delegation level talks many regional and global issues like counter terrorism, security, situation in Afghanistan and in Korean waters are also likely to be discussed.

Both sides would explore ways to expand cooperation in the vital hydrocarbons sector. A roadmap for such cooperation is being worked out. The energy security interests of India and Russia are very well matched. India is a large consumer of hydrocarbons and Russia is a large producer. Russia is looking for a assured market, and India for a stable supplier. Therefore, there is a natural synergy in this area between the two sides. Both sides see hydrocarbons as well as civil nuclear energy cooperation as the twin pillars for a long-term strategic energy partnership.

India-Russia Strategic Partnership was signed in 2000 during the visit of President Putin to India. There are several ongoing projects in the areas of civil nuclear cooperation and space sector. Cooperation in the field of science and technology covers the full range of activities from basic scientific research to developing frontline technologies including industrial technologies in the fields of biotechnology, nanotechnology and bioinformatics. Both the countries are currently working on a new integrated long-term cooperation that will outline our collective vision for cooperation in this field in the next decade. The new mandate would be for establishing an innovation-based technology partnership.

India-Russia cooperation in civil nuclear energy is since last 10 years. There will be discussion for the technical and commercial deal for Kudankulam-3 and 4. Kudankulam-1 will go critical in the next few months. Soon after that, within a few more months, Kudankulam-2 will go critical. Negotiations on technical, commercial terms for Kudankulam-3 and 4 will be finalised. It would includes a whole range of areas which includes cost and liability issues. After Kundankulam, Russia has been offered a site at Haripur.

Discussions on defence sector is a continuous process and is not really structured around the annual summit. There was a Military Technical Commission that met recently and a number of issues were discussed including agreements that had to be finalized. Even in the last annual summit where there was a very important agreement on after-sales services that was signed. Discussion would also take place on joint production of advanced defence system in India including fifth generation fighter aircraft.

People-to-people movement, cooperation in higher education and mutual recognition of medical degrees will also be discussed.

Discussions on trade and investment would also take place. India-Russia bilateral trade was close to $7.5 billion in 2009. A trade target of $20 billion for 2015 has been set.
