The Government is promoting skill development in a much bigger way and the efforts are to make it inclusive and equitable. The ‘National Policy on Skill Development’ aims at empowering all individuals through improved skills, knowledge and internationally comparable qualifications, he added.

The National Policy on Skill Development has set a target for training of 500 million persons by the year 2022 and the target for Ministry of Labour and Employment is 100 million. Accordingly, Directorate General of Employment and Training (DGE&T) has prepared a new scheme to set up 1500 ITIs and 5000 Skill Development Centers (SDCs) in PPP mode under a project ‘Kaushal Vikas Yojana’. Each ITI when set up would train about 200 persons in long term courses and each SDC would train 600 persons in short term courses.

Shri Kharge further said that DGE&T have made a plan to train youth of 35 districts affected by Left Wing Extremism. A new centrally sponsored scheme for Up-gradation of 20 ITIs in NE States and Sikkim and supplementing infrastructure deficiencies in 28 ITIs in NE states and Sikkim is also under consideration, he added. Government is also taking steps for expanding training facilities for instructors. The Labour Minister asked the State Governments, Trade Unions and Industry Associations to contribute actively and effectively to complement the Central Government’s efforts for better skill training in the country.

The 39th meeting of NCVT focused on Quality of training and institute as the core issue. The deliberations were held on reform in affiliation procedure and making accreditation with Quality Control of India after affiliation for the ITIs and ITCs. Apart from exploring possibility of introducing semester system in ITIs/ITCs, the Council will consider grant of affiliation only for limited period of 3 years or 5 years. The NCVT will also finalize norms and procedure for opening of instructor training Institutes by State Governments and Private Sector for having quality instructors or trainers.

The Minister of Labour and Employment Shri Kharge presented two awards on the occasion, a running Shield to the best State whose trainees secure highest total marks in all the trades in all India level competition, went to Tamil Nadu. On the basis of 84th All India Skill Competition for Apprentices, BOSCH Ltd. Bangalore was presented a trophy and certificate of Hon’ble mention from the President of India for the best establishment in all the trades.
