The meeting deliberated on this issue of labour unrest to work out a solution to prevent such occurrences in future. States’ Minister of Labour from Delhi and Haryana, Labour Commissioner Uttar Pradesh, representatives of Workers’ Organisations (BMS, INTUC, AITUC, HMS, CITU, AIUTUC, TUCC, AICCTU, NFITU, LPF and UTUC) and representatives of Employers’ Organisations (FICCI, CII, LUB, ASSOCHAM and CIE) participated in the meeting.

Shri Mallikarjun Kharge underlined the need for realistic implementation of labour laws. He stressed that industrial progress is impossible without industrial peace and harmony. A progressive Management and responsible labour leadership are the pre-requisites to achieve the objectives of national growth and prosperity. There should be periodic revision of minimum wages by the States linked to Cost of Living Index. He said that timely redressal of grievances is a must and in this direction, the Central Government have amended the Industrial Disputes Act, 1947 to provide for establishment of Grievance Redressal Machinery. He appealed for maintaining continuous dialogue between Employers’ and the Workers’ Unions. Shri Kharge stressed the need for mutual trust and cooperation between the Workers and Employers which will go a long way in maintaining industrial peace and harmony.

The representatives of the Workers’ Organisations and Employers’ Organisations welcomed the initiative taken by Union Minister for Labour & Employment Shri Mallikarjun Kharge for convening the meeting to discuss issue of rising violent incidents in the industrial units in Delhi and National Capital Region. The representatives of Workers’ and Employers’ organisations expressed their views on maintaining industrial peace and harmony and related issues like payment of minimum wages, contract labour, tripartite consultation system, implementation of labour laws, registration of trade unions, social security etc. The Ministers of Labour from Delhi and Haryana also placed their views before the meeting. It was unanimously agreed by all that violence at workplace is not acceptable and there should be mutual respect and trust and continuous dialogue among all the stakeholders.
