In his comments on the performance of the State, Deputy Chairman appreciated efforts of the State Government in expediting pace of development and also exploring all possibilities of public private partnership in the development of social and physical infrastructure. Initiatives aimed at improving governance were appreciated. State Government was advised to develop a roadmap for the use of science and technology in expediting development.

Ahluwalia said that the Commission was in the process of working out draft approach paper for the 12thplan and was working to bring out an approach which is not only different from earlier plans but also has inbuilt mechanisms to plug all shortcoming of the development programme. He said the State should come out with its experience so that the new plan has ability to deliver better.

The Chief Minister of Manipur requested for a substantial increase in the normal-plan funding to enable the State in improving basic infrastructure and provide for both backlog share and current State share for centrally sponsored schemes. He said to address the problem of unemployment amongst youth skill development and capacity building programme need to be expanded.

He also sought special plan assistance for taking up works related to roads and bridges, flood control and anti-erosion scheme, up-gradation of infrastructure in higher secondary school and colleges an improving transmission and distribution in power sector and drinking water supply.
