The Lok Sabha Secretariat has received notices under Rule 184 which entails voting and also under Rule 193. Both BJP and CPM have decided to move separate resolutions on the issue in the Winter Session of the Parliament

The NDA on Tuesday decided to bring a motion that entails voting against the Government's decision on FDI in multi brand retail.

The alliance, which met under the chairmanship of L K Advani to finalise its strategy in the Winter Session of Parliament beginning Thursday, appealed to all the political parties which extended support to the nation-wide bandh against the government's FDI decision of 7th December to support the motion.

CPM said its priority is to force the Government to roll back anti people policies whereas the Government said the voting on policy matters will set a wrong precedent.

The Parliamentary Affairs Minister Kamal Nath said here on Tuesday that Lok Sabha Speaker will take a decision on whether or not to allow a debate and a vote on FDI in retail as demanded by the BJP and the CPM,.

The 12th Session of the 15th Lok Sabha (Lower House) and the 227th Session of the Rajya Sabha (Upper house) is scheduled to commence from November 22 and will conclude on December 20.

Ten Bills are slated to be introduced which includes the controversial Agricultural Bio-Security Bill, 2012 and Biotechnology Regulatory Authority of India Bill, 2012.

However, the Food Security Bill and Land Acquisition Bill are not listed in the agenda for introduction.

“This is a tentative list. As and when these two Bills would be ready we will list them for introduction,” Nath said.

'The speaker (Meira Kumar) will decide on the issue in the business advisory committee meeting with other parties on the issues to be taken up,' Nath.

Stating that there was no precedent of a policy framework being challenged in parliament, he said an earlier debate on disinvestment of public sector Balco during the NDA rule was one particular issue.

'There is no precedent of a policy framework being challenged in the Lok Sabha,' said Nath.

Defending the move on the foreign direct investment (FDI) in multi−brand retail, he said the states were free whether or not to allow any proposal.

'FDI is not being imposed,' he said, adding 'the government will discuss the issue with the other parties.'

The Session will provide 20 sittings spread over a period of 29 days.

The Session will mainly be devoted to essential Government legislative and other business, including financial business relating to Supplementary Demands for Grants for the year 2012-13 in respect of General Budget.

To finalise the Government Business for the Winter Session, 2012, Minister of Parliamentary Affairs Kamal Nath held a meeting with the Secretaries/Senior Officers of the various Ministries/Departments on November, 16. The Ministers of State in the Ministry of Parliamentary Affairs co-chaired the meeting.

Nath also discussed with the Chief Whips of all political parties to trash out the differences. He said that the Government will attempt to arrive at political consensus on the business to be transacted during the coming session of the Parliament.
