No further hike in passenger fare was made as this was already done in January 22, this year which is expected to realise additional Rs 6,600 crore in the current year.

Though the Government introduced the concept of fuel adjustment component (FAC) revising railway fares, it will not be applicable to passenger fares in the current year. It will only be applicable for freight tariff.

However, the Railway Budget for the year 2013-14 raised the supplementary charge for superfast trains, reservation fee, clerkage charge, cancellation charge and Tatkal charge (charge for booking ticket on emergency basis).

Supplementary charge for second class has been raised by Rs 5, that of sleeper by Rs 10, that of AC Chair Car, AC-3 Economy, AC-3 tier, First Class and AC-2 tier by Rs 15 and that of AC First and Executive classes by Rs 25.
There is no hike in the reservation fee for Second and Sleeper, but it has been raised for AC Chair Car, Ac-3 Economy and AC-3 Tier by Rs 15. The reservation fee for First Class, AC-2 Tier, AC First and Executive classes has been hiked by Rs 25.

However it has been proposed to withdraw the Enhanced Reservation Fee “I propose to abolish the concept of enhanced reservation fee with a view to simplify the fee structure, having already discontinued development charge in January this year,” said the Indian Railway Minister Pawan Kumar Bansal while tabling the Railway Budget for the year 2013-14 before the Parliament.

The minimum and maximum Tatkal charges for Reserved Second Sitting (2S) have remained unchanged. The minimum Tatkal charge for Sleeper has been raised by Rs 15 and the maximum charge by Rs 25. The minimum Tatkal charge for AC Chair Car has been hiked by Rs 25 and the maximum by Rs 50.For AC-3 Tier both the minimum and maximum charges for Tatkal ticket have been raised by Rs 50. Likewise the minimum and maximum Tatkal charges for both AC-2 Tier and Executive Classes have been hiked by Rs 100.

Tatkal charges are levied at the rate of 10% of basic fare for second class and 30% for other classes subject to the mentioned minimum and maximum charges.

Clerkage charge for cancellation of waiting list and Resevation-against-Cancellation (RAC) tickets has been hiked by Rs 5 for Second Class ticket and by Rs 10 in case of Sleeper, AC Chair Car, AC-3 Economy, AC-3 Tier, First Class, AC-2 Tier, AC First Class, AC First Class and Executive Class.

No increase in parcel and luggage rates have been proposed for the year 2013-14.

However, the basic freight rates have been increased by 5.75% to 5.82%. The select commodities for which basic freight rates have been hiked are grain and pulses, coal, iron and steel, urea, iron ore (domestic), cement, pig iron, high speed diesel oil, groundnut oil, kerosene and liquefied petroleum gas (LPG).
