The ARC has made 165 recommendations, out of which 153 need to be implemented by the State Governments as police and public order are State subject under the seventh Schedule of the Constitution.
The ADR made recommendations under 51 different heads covering police reforms, management of public order, reforms in criminal justice system, crimes and special laws and the role of civil society and media in the management of public order.
Inaugurating the Conference of Chief Minister here on Monday, the Union Home Minister Sushilkumar Shinde said : “I had written to you all in September of the last year requesting your views on these 153 recommendations. Since we got replies only from a few States and Union Territories and therefore we have organized this one-day Conference to seek your views on these 153 recommendations. The details of the 153 recommendations and a copy of the Fifth Report of the Second Administrative Reforms Commission have been made available to all the delegates.”
The ADR under the chairmanship of Veerappa Moily set up in August 31, 2005 had submitted its report in June 26, 2007.
Unfortunately, only few Chief Ministers of States turned up at the Conference. Only Chief Ministers of Meghalaya, Nagaland, Tripura, Arunachal Pradesh, Assam, Odisha and Uttarakhand participated at the Conference.

New Delhi : The Union Government has sought the views of the State Governments on the implementation of the recommendations of the 5th report of the Administration Reform Commission (ARC) which relates largely to public order.
