In a letter to the BCCI Chief Administrative Officer Prof RS Shetty, the ministry has sought information by April 10. It said that the ministry was giving permission only “from the sports angle” and the onus to check betting and match fixing falls squarely on BCCI.
The Sports Ministry which gave permission “in view of short time left for commencement of the event,” also said that the BCCI needs get clearances from the Ministry of External Affairs and Ministry of Home.
The Sports Ministry’s letter to Shetty says : “I am directed to refer to your letter No. BCCI/HQ/54(A)/1509/2014 dated 20th March, 2014 on the above mentioned subject and to say that this Ministry has no objection from sports angle for conducting the above mentioned event at No Cost to Government subject to clearance from Ministry of External Affairs and Ministry of Home Affairs. BCCI may approach to the said Ministries directly for obtaining their clearances.
“It is made clear that the responsibility to deal with betting and match-fixing during IPL- 2014 will rest with BCCI.”
The Sports Ministry has also questioned the BCCI as to why a non-regular venue has been selected for holding some matches of IPL-2014 instead of choosing a venue which is on the regular international calendar of the ICC.
It has also asked information on the amount of license fees paid to ICC for IPL 2014.
The BCCI is required to contribute towards National Sports Development Fund (NSDF). The Ministry has asked the BCCI to specify the amount of contribution to NSDF which may be based on either the percentage of profit from IPL 2014 or consolidated lump sum.

New Delhi : The Union Ministry of Youth Affairs & Sports has given green signal to the Board of Control for Cricket in India (BCCI) to conduct Indian Premier League (IPL) 2014 but has sought information from the cricket body about the mechanism it has put in place to check unethical practices like betting and match fixing.
