The decision of the Shiromani Akali Dal (SAD) to part company with its long-term ally need not be surprising except on the question of timing. Coalition theorists would describe the post-2014 NDA as a surplus majority coalition — the BJP has had the numbers in Lok Sabha on its own and all allies have been superfluous. It was sustained because the allies could get a share in power at the Centre and make the most of the alliance in their states. Most of the NDA allies have been unable to win majorities on their own in their states and that forced them to remain with the BJP. But by nature, smaller partners are redundant in surplus coalitions.

Federalism is one of the basic features of the Indian constitution. In the constituent assembly, Professor K T Shah wanted the term “federal”, together with the term “secular”, included in the preamble itself, but Dr Ambedkar rejected it on the grounds that the federal and secular character of the republic was understood and did not need specification. The constitution in its seventh schedule spelt out the jurisdictions of the centre and the states in two lists, and areas of common jurisdiction in a third list. Since then the centre has always tended to encroach on the domain of the states, but this tendency has now acquired a strength where the claim that the country is being pushed towards a de facto unitary State appears to be no exaggeration.

The judgement of the special CBI court on Babri Masjid demolition case poses serious questions over the concept of justice in present day India. Acquitting all the 32 swayam sevaks including L K Advani and Murali Manohar Joshi, the court explained to the nation the real face of judiciary under various compulsions. The 2300-page verdict was an explicit exercise undertaken by the court to justify the illegal act that happened in Ayodhya on December 6th, 1992. The verdict though not unexpected signals a caution of alarm before secular India. The CBI special court behaved in a 'special ' manner to tell the people of India that the demolition was spontaneous.
