There is a curious similarity between the opening months of Narendra Modi’s second term and the closing period of Manmohan Singh’s second term.

The government’s post-budget announcement giving a host of new tax reliefs and concessions to industry, including making violation of the corporate social responsibility (CSR) mandate only a civil offence abolishing criminal prosecution, may be good news for the stock market and select business establishments, but they will have little impact on much needed big investments in big projects. The purpose of these announcements remains unclear except that they will improve the business mood. May be the government discovered that some of the budget provisions were less business friendly and needed correction to win the heart of big corporates and portfolio investors at a time of crippling economic crisis.

NDA Union Government in the Ministry of Home Affairs (MHA) has issued a gazette notification under sub-rule (4) of rule 3 of the Citizenship (Registration of Citizens and Issue of National Identity Cards) Rules, 2003, setting in motion the process of preparation and updating of the Population Register from April 1, 2020 to September 30, 2020 throughout the country except Assam where the process is already underway currently. There will be field work for house to house enumeration for collection of information relating to all persons who are usually residing within the jurisdiction of Local Registrar. Accordingly, Registrar General of Citizen Registration will accomplish the job of National Population Register (NPR).
