INDIA’S TELECOM INDUSTRY FACES A BIG OVERHAUL

No country in the world is known to have witnessed such a messy situation with its vital telecom industry as India. In last 10 years, 16 telecom operators, most of them with foreign links, had to shut down India operations. Of them, as many as 11 are since the NDA government came to power in 2014. The country is now left with five main operators. And, only one of them, Reliance Jio, a new entrant, is making profit. Jio is not an independent corporate entity. It is part of the country’s corporate behemoth Reliance Industries (RIL). On the contrary, the government has been the sole beneficiary of its telecom policy adhocism — from foreign direct investments, licence fees, revenue share, income of billions of dollars from spectrum auctions, among others. The government’s organisational style was characterised by aversion to planning, tendency to respond only to the urgent, as opposed to the important, issues and focus on 'fire fighting' rather than on establishing systems and procedures through goal setting and long term planning to benefit both the consumers and industry, inviting corruption. The Telecom Regulatory Authority (TRAI) had failed to bring life to the bleeding industry and protect confused consumers.

We must thank our stars that Law Minister Ravi Shankar Prasad has not cited the Official Secrets Act to prevent questioning of the ‘secret’ manner in which President’s Rule in Maharashtra was lifted and BJP’s Devendra Fadnavis and Ajit Pawar, the exact status of whose party is still not clear, were sworn in by Governor Bhagat Singh Koshyari, who is in the eye of a storm for what has done and failed to do.

ON the first day of the winter session of Parliament, the finance minister has stated that though the economy has slowed down, it is well on the target of reaching a $5 trillion economy by 2025. At the current rates of growth, notwithstanding all the data fudging and efforts to show the economy is recovering, the reality is that India’s growth rate is declining steadily and dangerously.

No political party has come out of the mess in the formation of the Maharashtra government smelling of roses. It sends out a clear message that they are after power and for that they are willing to go any length. The Devendra Fadnavis government formation last week has raised moral, legal and political questions. The Apex Court is already looking into the legal aspect. The on-going political drama might continue with claims and counter claims and clarity might return only after the floor test of the new government. Questions were raised at the way the BJP staked claim in the early morning hours on Saturday and the conduct of the governor in swearing in the BJP government. The BJP had kept its cards close to its chest and gave an impression that it was not in the race to form the government though statements from the BJP leaders like Nitin Gadkari who said, “in politics and cricket anything can happen” gave some indication that there was something up their sleeves. One would have expected the formation of a stable government after the results as people had given a mandate for the BJP-Shiv Sena combine.
