Only a few years ago, the Union Minister of Railways had claimed in the Parliament of India that they made railway journey safe, though the trains were running late in the country. The claim had come in reply to a question as to why trains were being run late. The Minister had blamed worsening of the railway tracks and the systems due to negligence in refurbishing them in the earlier UPA regime before 2014. The minister also had claimed that Modi government was working hard to have a secure railway system, but the Balasore deadly train accident proved it wrong.

During his 4-day India visit, Nepalese Prime Minister Pushpa Kamal Dahal completed formal engagements with the Indian leadership and is visiting places of interest. Going by the importance traditionally attached to Nepal's relationship with India, Dahal's India visit is bound to be watched and analysed closely in India and Nepal. And political leaders on both sides are acutely aware of this. Given this, the Indian and Nepalese delegations hardly gave any room for conjectures. MoUs related to hydropower and connectivity were signed and exchanged. It seems the entire visit was designed to lower the expectations from each other on both sides. However, such measures go a long way in putting relationships on a practical plane.

The Law Commission has taken a political stand in its report about sedition rather than a policy stand, which a body of its very nature was expected to do. The commission’s non-statutory status does not preclude it from having an independent mind, which the present panel under the chairmanship of retired high court chief justice Rituraj Avasthi has regrettably preferred to forego. Its recommendations on the offence of sedition, widely considered a colonial relic, sound more like His Master’s Voice rather than a well-considered view of an expert panel.
