Ever since the Union Budget 2023-24 was tabled in the Parliament of India on February 1, 2023, MGNREGA workers across the country have stepped up their agitation to protect the employment guarantee given them under the National Rural Employment Guarantee Act (NREGA) 2005. NREGA Sangharsh Morcha, that have fought for the workers right for years, has even launched its 100 days sit-in protest in Delhi on February 12. The agitation is gaining strength with support of the Central Trade Unions, social activists, and other associations of the working class.

Mahatma Gandhi wrote an article titled ‘Speakers and Politics’ in the Harijan on July 17, 1938. In it he made some illuminating and thoughtful observations. He wrote: “… The speaker’s position assumes very high importance, greater than that of the Prime Minister. For he has to discharge the functions of a judge while he occupies the chair. He has to give impartial and just rulings. He has to enforce decorum and laws of courtesy between members. He has to be calm in the midst of storms. He has opportunities of winning over opponents which no other member of the house can possibly have”.

The proposal is somewhat silent on Russia’s key demand that Ukraine and the US-led NATO give a legally binding guarantee that they will not hold any military activity in eastern Europe and Ukraine.
