However, it would be shocking to know that the management of spectrum in India has all along been plagued with adhocism, which made its availability uncertain, delayed, underutilized, and even denial in many cases, though it has been recognized world-over as an important tool for socio-economic development of a nation and it is needed for all wireless applications including mobile phones. Government and public institutions need it to provide public services, while the private organizations need it for value addition to their services.
