The Kerala government has written to the central government proposing amendments to the constitution to give powers to the state governments in the appointment or recall of governors. This has been done in response to the recommendations made by the Justice Punchhi Commission on reforms in centre-state relations. The stand taken by the Kerala government reflects the longstanding need felt for change in the role of the governor who, at present, is appointed by the centre and hence acts as an agent of the central government.

People assumed that after the judgment in ADM Jabalpur case in mid 1970s, the Supreme Court of India (SCI) would be a great bulwark standing in support of liberties and rights of people, but increasingly in recent years especially since 2014 on issues of critical fundamental constitutional importance like the Kashmir issue, electoral bonds, Habeas Corpus, CAA, SCI has been refusing to hear such cases, kicking the can down the road presumably because the apex court senses the outcome could embarrass the government. It is worrying that SCI is ducking its duty on constitutional issues.

Why former West Bengal Chief Minister, Buddhadeb Bhattacharjee, a hardcore Marist, declined to accept Padma Bhushan, the third-highest civilian award, bestowed on him by BJP-led Central Government? He put forward a feeble excuse for rejecting the prestigious award, saying he was not informed about it. This is no excuse as there is no provision of taking consent for giving Padma Awards. One possible reason may be political; the BJP and Marxists are ideologically pole’s apart, almost hating each other. Apparently a staunch Marxist like Buddhadeb would not like to be seen receiving an award, even a prestigious one, from the BJP government.
