Disaster struck Uttarakhand’s Chamoli district after a portion of the Nanda Devi glacier broke off. The sudden flood in Dhauli Ganga, Rishi Ganga and Alaknanda, tributaries of Ganga caused death of scores of labourers among others and several are still missing as they were trapped in tunnels when water came gushing in. Two power projects, NTPC’s Tapovan-Vishnugad hydel project and the Rishi Ganga Hydel Project were extensively damaged apart from destruction of adjoining villages.

The headlines suggest that the 15th Finance Commission (15th FC) has not let down the states when deciding on their constitutionally mandated share in the divisible pool of the centre’s tax revenues over 2021-26. It has more or less stuck with the 14th FC’s recommendation to set the states’ share at 42 per cent, reducing it by just 1 per cent to take account of the conversion of Jammu and Kashmir from a state into two union territories. It has decided to drop reliance on a combination of 1971 and 2011 population figures when deciding on the relative shares in the devolved taxes of different states.

With announcement of the new rules, Narendra Modi government has effectively placed itself as gatekeeper and supreme arbitrator of digital content. Even conscience and ethics of an individual, group, or society will have to conform to the new government mechanism which will give direction to the digital media outlets as to what content is fit to appear in the digital platforms, and what they will require to remove under the direction of the government within a given timeframe. Not only that, the new rules would decide what is ‘fit to think’ on a given issue, otherwise it may attract ‘banning orders’ from the government in the name of “the sovereignty and integrity of India” and can be perceived as threatening the national security, or even seditious “effecting disaffection” for the government.
