The terrible disaster in Chamoli district, Uttarakhand on February 7, 2021, has already cost the lives of over 30 persons with another 150 or so missing or trapped. Tragically, most of the dead are workers in different infrastructure and hydro-electric power projects such as the small 13.2 MW project on the Rishiganga river near Raini Village which has been completely destroyed, and the much larger 520MW Tapovan power plant nearby on the Dhauliganga which too is badly damaged and where a number of workers are trapped. These projects were supposed to benefit the region but have become victims of the disaster. This is ironic because such reckless supposedly ‘developmental’ activities are themselves major contributors to such disasters, even if not always the prime cause.

The Constitution of our country defines Indian state as a secular state and as a welfare state. The BJP-RSS combine has been aggressively making efforts to subvert the secular state into a theocratic fascist state. The present regime headed by Modi has been subverting the welfare state by dismantling public sector after the dismantling of the Planning Commission.

NDA Union Government has begun countering fake news having set up a dedicated Fact Check Unit in Press Information Bureau (PIB). The Unit verifies the facts and disseminates correct information quickly. The Unit faces acute manpower crunch with no dedicated manpower. Personnel working there are information personnel charged to perform in the Unit in addition to their routine publicity and feedback work. It has, therefore, become truncated and moribund before it could be effective. The Unit is intended to counter fake news on official policies, programmes and schemes, which becomes insurmountable for the Unit when progenitors of fake news are ruling party Members of Parliament, State legislators, Ministers and ruling party’s IT Cell and its troll army that militate against the constitutional postulates and for that matter against the very idea of India.
