There has of late been an upsurge of extreme right-wing, fascist, semi-fascist or neo-fascist parties all over the world in a manner reminiscent of the 1930s. Fascist governments invariably serve the interests of monopoly capital in general, and of the newer, less “liberal” and more reactionary section of it in particular, which is why Georgi Dimitrov, president of the Communist International, had, at its Seventh Congress, characterised a fascist State as the “open terrorist dictatorship of the most reactionary section of finance capital”; but fascist movements of this earlier era had begun as movements against big business. Having acquired a following through their anti-big business or “Right-radical” rhetoric, they then made an alliance with big business for coming to power, and betrayed their own following. Hitler had done this in the bloodiest possible manner during what is called the “night of long knives” when his own earlier close associate Ernst Rohm, the head of SA, and a host of other Nazis were murdered on his orders.

On June 24, Prime Minister Narendra Modi convened a meeting of all parties of Jammu and Kashmir in Delhi where he talked of delimitation, elections and then grant of statehood back to the Union Territory (UT). Just 10 days later, Delimitation Commission headed by retired Supreme Court judge Ranjana Desai toured both Kashmir, and Jammu, regions of the UT in that order, meeting dozens of delegations. Desai’s visit caused some discomfort among Kashmir-based parties like the National Conference (NC), People’s Democratic Party (PDP) and the People’s Conference (PC) led by Sajad Lone. So much so that the PDP of Mehbooba Mufti decided to stay away from the parleys with the commission altogether.

The RSS-BJP led Yogi Adityanath government in Uttar Pradesh is set to register its place in the far right Hindutva politics in the country. The population policy of UP proclaimed on the world population day signifies the new agenda of the political Hindu right. Several weeks in advance a draft bill named The Uttar Pradesh Population (Control, Stabilization and Welfare) Bill 2021 in this regard was notified for public hearing. Population control was stated to be the objective of the new legislation. To achieve control of birth, measures have been mooted. The bill proposes to bring down the fertility rate to 2.1 by 2026 and 1.7 by 2030. No one would say that the population control measures are unreasonable for a country like India. But the subtle and coercive measures incorporated in the bill make it a disaster move with far reaching consequences.
